House Budget Chair Proposed Change to Missouri Higher Education Funding Model
March 10, 2026Dear Truman Community:
On March 9, several media outlets reported on a proposed change to the higher education funding model in Missouri. Specifically, the proposal calls for a change to a Full-Time Equivalent (FTE) based funding model. This model ignores our state-designated liberal arts and sciences mission and would lead to a significant reduction in Truman’s state appropriation.
The proposed change has already been met with bipartisan opposition and is very unlikely to become a reality. The 12 community colleges in the state have voiced opposition, as have multiple other four-year institutions, including Truman and the University of Missouri. It is important to note that the proposed change was made by the chair of the House Budget Committee. This is the first step in a long legislative budget process.
